Structure And Governance

Baghmara Bufferzone Community Forest User Group is an autonomy and democratic organization, managed under the Chitwan National Park and Bufferzone Management Council. The Forest's work plan mainly includes; the management and conservation of forests, wildlife and environment, methods of forest resources collection and methods of distribution. Prescribed by the laws, the Forest User Group has key functions, duties powers for these all actions. Baghmara Forest is governed by its constitution, Council and five year operational plan approved by Chitwan National Park and also have autonomy in decision making and to make its own rules and regulations.

The catchment areas of Baghmara Bufferzone Community Forest User Group are nine villages under Rantanangar Municipality ward number 7, 6 and 8. Sauraha, Odara, Laukhani, Malpur, Baghmara, Badreni, Mainaha, Sisuwar and Padariya are the villages and total 1299 households have been involved in conserving and managing the forest throughout the establishment.

The people from each village nominate five representatives, including one coordinator to form the Forest User Group Council Committee consisting total 45 members. This member of Council Committee represents all the geophysical subsections encompassing the locality and the elected Coordinator of each village elects the executive committee of Forest for next five years. An executive committee consisting of 13 members (at least four women) manages and are responsible for day to day activities and make decision regarding budget allocation, community development,  sustainable forest management and  tourism operations.
